Telangana The government has introduced the Bhu Bharti (Record of Rights) Act 2024 to replace Dharani, a similar act enacted during the Bharat Rashtra Samithi (BRS) regime. Introducing the bill in the Assembly on Wednesday, Revenue Minister Ponguleti Srinivas Reddy said the Act has corrected several anomalies in the old Act, which had created a lot of confusion and difficulty.
This Act will facilitate the issuance of ‘Bhudhaar Card’ on the lines of Aadhar Card, making it easier to reference the documents.
He said, “We have not introduced the new bill just to replace the old one. We held discussions with intellectuals and several stakeholders to make it complete while addressing all the grievances,” he said.
The Act will ensure that all land owners get passbooks. This allows people to appeal if any errors are found in the mutation. There will be a two-tier mechanism in each district to deal with disputes. It promises to find a solution without going to court.
Landowners will get the mutation certificate and passbook immediately after the registration process is over. The Mutation Certificate comes with a map to check against multiple registrations.
The new Act will also allow regularization of land under ‘plain deeds’ (agricultural land bought and sold without papers).
“Landowners who do not have any official paper to prove ownership will get passbooks,” the minister said, adding that the Dharani Act created a lot of confusion, resulting in registration being halted for more than four months across the state. .
